One of the key elements of recent higher education (HE) reforms around the world is the governance of universities.

Relatively new concept, Governance is about how universities and HE systems more generally, define their goals, implement them, manage their institutions, and track results.

This study highlights the diversity of governance models and tries to identify the most important points on which university governance is based in EU countries And some Arab countries.

This study thus enriches the knowledge of governance processes in higher education
