Arabic Abstract
هدفت الدراسة الحالية إلى قياس أثر التوجه الاستباقي بأبعاده المتمثلة في) استشراف المستقبل، و الخبرة و التجربة، و استكشاف الفرص، و صياغة الاستراتيجية على تحقيق فاعلية ادارة الازمات بأبعادها الاستعداد ،و الوقاية و احتواء الاضرار، و استعادة النشاط و التعلم في وزارة الداخلية الأردنية، و استخدمت الدراسة المنهج الوصفي التحليلي لتحليل و تصنيف البيانات)، إلا تم تصميم استبانة لجمع البيانات الأولية، و من ثم تحليلها باستخدام برنامج (SPSS)، و تكون مجتمع الدراسة من العاملين في وزارة الداخلية، و البالغ عددهم (1200) موظف في حيت تمثلت عينة الدراسة من (304) استبانة وزعت على الموظفين المحافظين المتصرفين أو من يحملون رتبة (متصرف، مساعدين المتصرفين، مدراء الأقضية، مدراء المديريات، مساعدين مدراء المديريات، رؤساء الأقسام في المديريات) في وزارة الداخلية الأردنية، حيث تم اختيارهم بأسلوب العينة القصدية.
و توصلت الدراسة إلى مجموعة من النتائج أهمها أنه يوجد أثر ذو دلالة إحصائية عند مستوى دلالة (0.05=a) للتوجه الاستباقي استشراف المستقبل والخبرة والتجربة، و استكشاف الفرص وصياغة الاستراتيجية على تحقيق فاعلية إدارة الازمات بأبعادها (الاستعداد والوقاية، واحتواء الضرر، و استعادة النشاط والتعلم في وزارة الداخلية الأردنية.
كما بينت النتائج أنه يوجد أثر ذو دلالة إحصائية عند مستوى دلالة (0.05= a) للتوجه الاستباقي (استشراف المستقبل) على تحقيق فاعلية إدارة الأزمات في وزارة الداخلية الأردنية، بالإضافة إلى وجود أثر ذو دلالة إحصائية عند مستوى دلالة (0.05 (a= للتوجه الاستباقي بأبعاده مجتمعة على احتواء الأضرار بعد الأزمة في وزارة الداخلية الأردنية.
و في ضوء نتائج الدراسة أوصى الباحث بالعديد من التوصيات من أهمها التركيز على بناء قواعد بيانات خاصة بالمعلومات حول إدارة الأزمات لكي يمكن الاستفادة و من الخبرات و التجارب السابقة في إدارة الأزمات بفاعلية، و زيادة وعي القائمين من خلال التدريب على إدارة الأزمات و اهتمامهم بوضع.
خطط تنبؤية لوقوع الأزمات و وضع سيناريوهات لها من خلال استشراف المستقبل و التخطيط له بما يمكن الوزارة ومن التحسب لوقوع تلك الأزمات.
English Abstract
The current study aimed at measuring the impact of the proactive approach in its dimensions (looking ahead, experience and experimentation, exploring opportunities and formulating the strategy) to achieve the effectiveness of crisis management in its dimensions (preparedness, prevention, containment, restitution and learning) in the Jordanian Ministry of Interior.
The sample of the study consisted of (230) questionnaire distributed and distributed among the employees of the Ministry of Interior.
Li staff (conservatives, Al mtsrven or hold the rank of acting, assistants Almtsrven, district managers, district managers, assistant district directors, heads of departments in the district) in the Jordanian Ministry of Interior, where he was selected in a manner intentionality sample.
The results showed that there is a statistically significant effect at the level of (α = 0.05) for the proactive approach (prospecting, experience and experimentation, opportunities exploration and strategy formulation) on the effectiveness of crisis management (preparedness, prevention, containment, And learning) at the Jordanian Ministry of the Interior.
The results showed that there was a statistically significant effect at the level of significance of (0.05 = α) for the forward trend (forward looking) to achieve the effectiveness of the crises in the Ministry of Interior of Jordan.
In addition, there was a statistically significant effect at the level of (α = 0.05) To contain the damage after the crisis in the Jordanian Interior Ministry.
In light of the results of the study, the researcher recommended several recommendations, the most important of which is to focus on building crisis management databases in order to benefit from previous experiences in crisis management effectively, and to increase the awareness of crisis management and their interest in developing predictive plans for crises and developing scenarios through looking ahead and planning.
In order to enable the Ministry and to account for the occurrence of such crises.
