Money is the lifeblood of the state and it affects the different fields of administration, whether security, cultural, service or other.

Iraq is also a country where the financial aspect is the lifeblood of its people.

There are a number of ways to follow the financial situation in the country.

Because we are concerned with our competence, we have tried in this research to explain the financial legislation prevailing in Iraq in the period that was subjected to the three countries, the Umayyad and Abbasid and finally the Ottoman Empire, and discussed the financial legislation in Iraq through astatement of what was developed from the financial organization in the Umayyad State increased Was the rule in the era of the Caliphate (Al-Rashadah).
