The research aims to indicate the importance of the teacher's license, and its role into developing and enhancing the teacher performance since the preparation and rehabilitation process to the development process, through the identification of what the professional license of the teacher, the most important international standards and quality conditions for the teacher's license, the current research also aims to identification the importance of the licensed teacher role in inclusive education.

the research methodology was based on reviewing the literature of some previous studies that dealt with the concept of the educational license, the competencies and skills that teacher must be provided with; due to obtain the teacher's license according to the previous international experiences; and according to the kingdom of Saudi Arabia serious step towards the development and progress in the field of education, the search also address a perception proposal of how to achieve a comprehensive Saudi teacher education license according to the scientific basis and local information within Vision 2030.
