The Algerian legislator has introduced in the Code of Civil and Administrative Procedure a pre-contractual referred, under which important powers have been conferred on the administrative court, whose power of to issue injunctions to the administration has been recognized in the case of non-compliance with laws that regulate and limit their actions.

The legislator has distinguished this kind of urgency by a set of special conditions that must be met so that the judge can intervene and exercise the powers conferred on him.
