The development process is imperative for the development of local communities, through popular participation in addition to governmental efforts.

The Algerian state, like the rest of the world, is concerned with the various components of local development.

Political, administrative, security, cultural, social and even economic factors play an important role in creating the local development environment and its different dimensions , Which is one of the reasons for its failure to succeed, in the event of failure of the general policy of the state to achieve the task that it has assumed, which the people were waiting for, namely national development in general for present and future generations, This study examines the theoretical framework of local development and its constraints, and the strategies for re-establishing local development in Algeria.
