Abstract EN

The issuance of the Municipalities Fees Act in 1931 coincided with the deterioration of the economic situation due to the global economic crisis which lasted from 1929 to 1933, which led to mass strikes in different Iraqi cities.

This strike is the biggest public event that shook the Iraqi government because it was a general strike that encompassed large areas of the country and it turned from a professionaleconomic event into a comprehensive political act that motivate most segments of society at once.

Meanwhile, the political conditions were ripe for the strike, especially after the Iraqi opposition rejected the 1930 treaty between the Iraqi government and the British government.

Some of the political parties, which opposed to the government, have used this law to stir public opinion towards this law, in addition to the difference between the Senate and the House of Representatives on the fees of the law, and the declaration of the load of these fees, which led to convince the public with injustice due to its application
