Abstract EN

This paper tackles the period from 1911 to 1921 in which establishment in Iran played an important and pivotal role in formulating the most important political and partisan courses of action.

It laid the foundation for the political process in Iran, at a time when the latter was in desperate need of visions and ideas of religious elites and men, since they wore distinguished based on the social status and intellectual presence, and did not have to mandate them legitimate to address the totality of the issues facing the people of their skin.
