Abstract EN

In spite of all the difficulties faced by the cultural sector in the field of public libraries, whether in relation to the management of the colonial heritage or the establishment of new infrastructure with international standards that serve the needs of the large social groups after independence, the culture sector - at the beginning of the millennium - including the project for the establishment of public reading libraries, whose final form was not completed to give a comprehensive overview of the cultural policy adopted in this field.

this cultural policy, despite its unclear features, tried to remedy a number of delays and shortcomings resulting from the policy of French colonialism on the one hand, as well as the economic, social and security conditions of independent Algeria on the other.

this study is intended to shed light on the most important stages in which the public libraries in Algeria have undergone transformations in terms of achievement, governance and legislation.

trying us to understand and explain the strategy of public authorities through measures and initiatives to adopt this type of library and to ensure the existence of a culture policy institution.
