Abstract EN

The aim of this study is to measure the relative efficiency of government hospitals operating in Dohuk governorate in 2013 and 2014, 2014 and identifying the hospitals that have achieved a degree of efficiency less than 100%, and then identifying the reference units and calculating the possible improvements that increase the efficiency of these hospitals to achieve full efficiency, The study used the data envelope method(DEA ) , and the application of the BCC and CCR models in two directions, The input direction, and the output .

using two variables to express inputs (number of beds and operational expenditure), and two variables of output (number of patient’s inpatient and number of surgeries).

The study found that only seven hospitals achieved 100% efficiency in the total of 11 hospitals at the governorate level according to the BCC model in 2013.

- -The lowest hospitals were efficient (hospital burns & Beauty, and Amadeya Hospital), with an average of 36% in 2013.

- The number of hospitals that achieved full comparative efficiency in 2014 and according to the direction of the directorate (BCC-O) 6 hospitals.

According to BCC-I, the number of hospitals with full comparative efficiency was only 5, and only 4 hospitals achieved full efficiency under CCR.

Then we have been offering a number of proposals: - the diagnosis of the causes and factors that led to the failure to achieve efficiency for inefficient institutions, especially those that did not achieve efficiency during the two years of study and try to help them in order to overcome these reasons.
