Abstract EN

The implementation of any social policy, which cannot be in any way without the existence of earmarked transfers, falls within the public expenditure of the state, and this is what we will do in detail in the elements of this paper, which is important to know the nature of transfers allocated to social policy in the period 2008-2017, as well as its situation with the adoption of the policy of rationalization of public expenditure, late 2014, and the consequent changes in the volume of private funds for the national solidarity sector, in light of the decline in the price of oil.

The study focused on the analysis of the content of the policy of rationalization of public expenditures and the contents related to the remittances allocated to social policy, and the presentation of the most important challenges that transcend the protection of social transfers, and this remains an essential requirement, to achieve social policy and best implementation.

Our conclusion is that the policy of rationalizing public expenditure has had a real impact on the volume of social transfers in 2017.

This requires reconsidering the social policy implications as well as their dimensions, and how to create alternative resources for them.
