Trade policy aims to use a series of tools and means to encourage investment as well as to apply a protective policy because they are considered as options available to States to define their relations with the outside world through the implementation of legislation, decision-making and taking actions to operationalize them.

GCC trade policy - as in most oil countries - was based on crude oil as the main commodity in the export structure., so that the Council’s contribution in the export structure reached about 73%.

This total reliance on oil has led to a fluctuation and a decline in the volume of export revenues as a result of the instability of the crude oil prices on the international market.

This is mainly due to the crisis between the Gulf states.
