The current study aims to identify strategic investment in human resources as a basic and important stage of the administrative process, As a way of thinking And differentiation between ways and methods for selection of alternatives And the means available to achieve the desired objectives and increase the efficiency and effectiveness of the development process and investment in human capital in accordance with the philosophy of total quality management requirements, which is one of the modern trends in management and the philosophy on a set of principles which can manage sports institutions and bodies should adopt in order to access lavzel performance and efficiency, strategy investment in the human capital plays an important role in implementing total quality management through continuous improvement of programs and human resources management functions.

The problem has focused research on the contribution of human resources investment strategy and its implications for improving the performance of sports bodies in accordance with requirements of TQM.

The researcher tries through this study to answer questions related to the study objectives to achieve this study on the threshold of strength (40) executives and employees of the youth and sport administration of the wilaya of Ain Defla and Chlef.

The researcher has designed a form consists of four axes each axis corresponds to a partial hypothesis, after the arbitration and to ensure validity and reliability of the questionnaire put in final form.

The questionnaire was applied from October 4, 2115 to December 16, 2 115.
