Abstract EN

This research paper attempts to study and analyze a sample from the French Historical School that datedevents for Algeria in the second half of the nineteenth century.

This study will focus too on the historical administrative techniques in the French era where modern and coercive methods were developed in a society with a different civilization and culture from that of those executers this operation who were assigned with administrative performance to perform a process very similar to the process of fostering (greffe), and this process resulted in what is called recently "clash of civilizations".

What is most noticeable is that historical administrative method studied, analyzed and scrutinized is implemented by the military officers of the "Arab offices".

The investigation will also try to trace most of the early stages of the French colonial military administration at the beginning after the gradual approximate elimination of the Ottoman administrative legacy.

during the long research in this area it was specially remarked that the method of military administrative management was able to trace the human elements, tribal details and historical, social and economic data depending on the adopted Experimental doctrines in Europe since the "Age of Enlightenment" in order to recognize the tribes of Algerian society and understand its social mechanisms and management to collect taxes and to be able to control it, and manage it, and provide a justification of the French presence in Algeria depending on the studies prepared by the military officers of the Arab offices.
