The aim of the details of this artical is to highlight the subject ‘street’ not as a physical space for social interaction between the various components of the neighborhood and its visitors.

But as institution of social upbringing, which his importance has been neglected from research by various disciplines of social science .Especially when its methods and objectives are simulate with the other institutions of the formation _growing up_and in the same time conflict with them, in a paradox that reflects the depth of the deterioration which become a synonym with social breakup and moral deviation, which is evident today across all the Algerian cities.
