The control of the electoral process is an indicator of the effectiveness of electoral systems and the consolidation of the concept of genuine democracy.

With the adoption of the concept of political pluralism in Algeria, the fear of any interference by the administration and the promotion of the desired transparency of the electoral process, the constitutional revision of 2016 has established the creation of an election monitoring body" Independent High Authority of Election Monitoring ".This latter has been identified by an organic legislative text followed by regulations to ensure the transparency of the electoral process in Algeria.
