The ransom has become a new phenomenon in terms of criminality.

It has changed its concept from been a mechanism used by countries to free their people at the end of the wars, to a means in the hands of terrorist groups to seek financial income and to ensure the continuity and implementation of their operations and plans.

The increasing cases of kidnapping for ransom are real peace and security threats.

Therefore, the payment of ransoms to these groups is a source of concern to the whole international community.

Although the measures taken and international efforts made to stop the terrorist groups' financing sources, these groups are still searching alternative routes, which include smuggling, arms and drugs trafficking, as well as kidnapping for ransoms.
