The system of in rem registers is based on an important principle known as the principle of cleansing effect .in which the real estate registration was considered as the most inportant mean to protect the ownership , mainly because it is based on the idea of clarifying its features depending on advertising and researching processes concluded with judicial rulings and lead to the establishment of real estate fees .for tunisia it is the civil status of each real estate which is collected by registers maintained by the real estate ownership administration which is corresponded to the algerian legislation by the administration of real estate governorate which is entrusted to establish real estate fees concluded with the delivery of real estate books that collect all these ducuments with the so-called real estate register ,andit is the only evidence to prove the real estate ownership and thus cleansing it .
