The problem of pollution of fuel is considered as one of the most current problems facing the human community in terms of their complexity ,the fact that this society is in dire need of fuel as the largest sources of energy .As these contaminated material are transported by sea because of their enormous quantities and sizes in huge ships (oil tankers), the chances of leaking into the seawater is very contained , whether negligent or willful ,or the collision between ships, this is which one regard .

From another regard , the same human society in need of a clean environment on the grounds that the sea is not only a way for transportation it is a huge store of wealth and natural resources , as well as the source of national , income, especially for coastal states .

To reconcile these two intent , it must find legal provision seek to prevent pollution before it occurs , as well as the rules regulate the responsibility for causing it by this material , and determine the necessary compensation for the damage and procedures for collection .

Therefore , the international community has sought through several successive agreement to control these things , the most important of the Brussels convention 1969 on the responsibility of the ship owner for pollution damage to the fuel , and the protocol in 1992 , supplementing the present convention .
