To try to overcome the problem of political instability resulting from parliamentary hegemony, through certain constitutional mechanisms, or so-called parliamentary rationalization.
However, the election of the President of the Republic by direct universal suffrage in these systems led to the birth of a new constitutional model, later called the semi-presidential system.
Researchers and political scientists differed in their designation and characterization.

Pour tenter de surmonter le problème d'instabilité politique résultant de l'hégémonie parlementaire, a travers certains mécanismes constitutionnels, ou soi-disant rationalisation parlementaire.
Cependant, l'élection du président de la République au suffrage universel direct dans ces systèmes a conduit à la naissance d'un nouveau modèle constitutionnel, plus tard appelé système semi-présidentiel.
Les chercheurs et les politologues différaient dans leur désignation et leur caractérisation.
