There is no doubt that the Arab oil-producing countries are facing a great challenge resulting from the collapse of hydrocarbon prices.

Periods of crisis push us to overcome challenges by rationalizing outputs, diversifying and developing input alternatives, similar to what oil-consuming countries have done in previous crises.

Today, we find that the situation is reversed because this crisis happened with producers.

Here, we must capitalize on the evolution and transformation in human resources management in the early nineties and become aware of the value of human capital and make the most of innovation and creativity.

This has given another dimension to the knowledge economy based on the human brain, or what is known in contemporary literature as "intellectual capital".
