تقييم الإنفاق العام علي التعليم العالي في الوطن العربي في الفترة (من 2000 م-2013 م)‎ : دراسة مقارنة

Abstract EN

The aim of this paper is to evaluate the government expenditure for higher education in Arab world to examine the extent of concerns directed to the investment in human resources in Arab countries in comparison with other areas and countries, because investment in human resources lead to a rapid development in all aspects through the best exploitation and allocation of resources, and this cannot be done unless there are deliberate plans and strategies being executed efficiently and effectively by well trained and educated personnel.

This paper depends on qualitative method for its suitability by using secondary data.

The results of this paper reveals the inadequate amount of government spending allocated for higher education in Arab world, this weakness is very obvious when we compare the percentage of government expenditure to GDP in Arab world for education with other areas and countries.

The weak government expenditure for higher education in Arab world can also be proved by making comparison, concerning the ratio of enrollment of students in tertiary education, between Arab world and other areas in the world, this ratio reflects the ability of government`s higher education institutions to absorb the students who passed successfully the pre-tertiary education and have desire to continue to join higher institutions.

The mainrecommendation of this paper is to increase government spending for higher education in Arab world
