Knowledge is the means to achieve human development from the most important outputs of scientific research, which in Arab societies is known as the absence of individuals and the marginalization of the authorities.

Faced with this imminent danger, it was necessary to explore ways and means of attracting scientific research and the appropriate environment.

This study aims at clarifying the importance of adopting the mechanisms of the knowledge society and economy in formulating the environment for the continuity of scientific research and realizing its general and specific objectives by focusing on the German experience.
