Abstract EN

The issue of urban poverty is one of the most important issue in fields of population studies as a whole and human development, specially, at the level of states.

Its standards connect with measurement of several indication at spatial small standards like cities, districts and chiefdom.

These standards are applied to zone of study which is Al-Montazah district Alex goverorate.

The result of indications are the way to rise community, face Its most important problems and solve them scientifically and practically.

The importance of this research is in achievement of comprehensive human development for inhabitants of AI-Montazah district , It is small model for district of Alex govemorate so , It will be easy to apply this development to the rest of districts and cities in all govemorate of Egypt.

The goals of this research represent the definition of urban poverty , Its reasons, using of territorial mechanisms in Its measurement , measurements of developmental work, contribution in supporting of making decision, observation of changes in urban , population, social and economic structure , observation of degrees of urban poverty in It and setting up of information base for makers of decision to prepare developmental policies and strategies.

The main aim of research problem is monitoring of urban poverty issue at standard of Al-Montazah district, the problems which result from reasons of urban poverty like : lack and low of income level and spreading of unemployment and illiteracy , low of housing level , appearing and spreading of disease, low of healthy level, appearing of some social problems like social disintegration, misdistribution of income and fortunes, failure of development planes and failure of economic reforms.

The research depends on some methods: method of social luxury, analytic method and compared method besides using of some methods which benefit in completing of research study and achieving Its aim like survey file, interview, observation and Its analysis by some statistic programme, showing of results as maps, forms of tapes and supplements prepared.

As result of that, group of urban poverty indications is 6 groups which include 51 developmental indication.

For Its studying of chiefdom level of Al-Montazah.

These are some indications: Indication of general data and population , Indication of eco-social development, indication of infrastructure, indication of means of transporting, indication of housing and indication of children protection initiative.

Research study finishes to next results: Chiefdom of Khorshed (1) , Khorshed (2), Khorshed (3), Khorshed (4), eastern AboKer and falaky (1), are less in development of living , so It is high urban poverty degree among chiefdoms of Al-Montazah district (high level of urban poverty).

There is a group of chiefdoms where urban poverty decrease , these chiefdoms are Al-Maamora , Al-Mandara-Bahary, sedi-BeshrBahary and AI-SyofBahary.

There is a group of chiefdom which Its indication show relative development in degree of medium urban poverty, these are 11 chiefdoms.

These are: WestremAboker, Southern Almandarah (2), southern Almandarah (3), southern Almandara (1), southern SediBeshr, southern Syof, Al-Montazah , Al-Amrawy, Al-Amarwa, taftesh Al-Syof and AI- falaky (3) The study recommends to: • Increasing of job opportunities in country side and minor urban groups • Encouragement of supported investments which special and general sectors contribute in.

• Setting up of general data base to observe the poor , specially , whose do not arrive them serves through geographic and demographic description to be able to specify zones and groups which poverty spreading rates raise in, that is main aim in this research in practical.

Example in measurement of phenomena of chiefdoms of urban poverty and classify It.

• Development of economic safety for working families who their incomes are low.

• Creating small developmental projects in countryside to help in decreasing of unemployment, poverty and activate the role of cooperative charities in that side.
