Abstract EN

Since the early 1980s the reveloution of data storage and digitization technology has prompted many information institutions of all categories, including archives, to automate their operations and digitize their collections using systems designed for this purpose.

However, according to "Best Practices for the Analysis, Selection and Implementation of Electronic Document Management Systems" report; most document management system implementation projects failed as a result of misunderstandings between the organization and system providers concerning what the system should include.

The study's objectives were to identify the role of requests for proposals in the evaluation and selection of archiving and document management systems, and to analyze requests for proposals to identify to what extent organizations are aware of the functions of these systems and determine their needs.

In addition to preparing a proposed list of technical and functional specifications of archiving and document management systems to be used when evaluating and selecting this type of systems available in the Arab market.

Archiving and document management systems providers and suppliers in the Arab environment will also be able to develop their systems according to technical and functional specifications that are appropriate to the actual needs of the institutions, and following the latest trends in archiving and document management systems.

To achieve its objectives the study used content analysis methodology, through analyzing ten requests for proposals represented by the study sample.

After using a checklist and analysis of the data, the study revealed that requests for proposals sample scored 92% of the technical and functional requirements included in the checklist distributed to the five processes of archiving and document management systems.

The study also presented a number of recommendations, the most important of which is that Arab countries' software accreditation bodies and centers should take the initiative to issue " Archiving and document management systems: technical and functional specifications document".
