Precarious housing is one of the biggest concerns and obsessive preoccupations for local authorities in Constantine because of its size and diversity.
Despite all the measures taken so far, it has not been possible to reduce it.
Since independence, the Algerian state has endeavoured in fighting this socio-economic phenomenon, which renders cities unattractive and undermines human dignity.
The law of 18/1/1967, which indicates that any building illegally erected is to be demolished, constitutes a legal basis for the authorities in Constantine.
However, the launched programs have not completely eradicated this type of habitat.
Through this article, we attempt to shed light on the problem of precarious housing in Constantine as part of urban renovation and renewal
Abstract FRE
L’habitat précaire constitue une des plus grandes préoccupations voire une obsession pour les autorités locales à Constantine à cause de son ampleur et de sa diversité.
Malgré toutes les mesures prises jusqu’ici, il n’a pas été possible de la résorber.
Depuis l’indépendance l’état algérien s’applique à combattre ce phénomène socio-économique qui enlaidit les cités et porte atteinte à la dignité humaine.
La loi du 18/1/1967 qui stipule que toute bâtisse érigée illicitement soit démolie, constitue une base légale pour les autorités à Constantine.
Les programmes lancés n’ont pas permis d’éradiquer complètement ce type d’’habitat.
A traves cet article nous avons voulu éclaircira la problématique de la résorption des bidonvilles à Constantine dans le cadre du renouvellement urbain et de la rénovation urbaine.
