The abolition of restrictions on real estate transactions for Individuals The political and economic reforms in Algeria following the issuance of the 1989 Constitution under which it shifted from a system glorifying collective real property to another one extolling and protecting the individual property ;therefore the Algerianlegislator sought to encourage Investment and attempted tocollective real property to another one extolling and protecting the individual property ;therefore the Algerian legislator sought to encourage Investment and attempted to attract capital so that the State had to cancel licenses For foreigners to encourage them to invest as well as the cancellation of licenses for Nationalists to create a broader dynamic for the real estate market and to Liberalize more the real estate transactions, where licenses were canceled for both nationals or foreigners, the Pre-emption of state scheduled to real estate transactions for foreigners also was canceled as well as for the maximum ownership for both for agricultural or urban lands.
