Abstract EN

Development and corruption are two opposite factors affecting the progress of any society.

According to the experience of many developing countries, the opposite factors have strong relationship in some countries as a result of economical and political systems and the weak of legalization and management control of the govt.

activities therefore to fight the corruption means to fight the system itself.

In this way, there are general attitudes in many countries to fight the corruption by introducing strong legalizations to improve controlling money systems.

Improving money system which concern by the law, fulfill govt.

objective only, but the society objective as values, norms and cutler which effected by money corruption are not prevented! Therefore participation of the society is the soil of management control process and implementation for prevention of both development and the society in the democratic systems.

Study problem: The republic of Yemen, issued corruption the law no.

dated to fight the corruption in the country.

The law allowed "The General National Authority for Corruption Fighting" to participate as a right of the society with the government ageneses.

The problem of study is that, the controlling role is very limited and complicated to follow and achieving good result by this authority.

Study objective: To study theoretical management control, role and process.

To evaluate and analyze strong and weakling points of corruption law and suggest strategic plan could be play by the Yemen Civil Authority Organization.

Methodology: The study completed by description methodology and analyses, it contain three chapters ended with conclusion, recommendation with the list of references.
