E-management is an option for more attention to the public service in Algeria and to transfer it from the traditional stage to modernity, and this can only be accompanied by the rapid development of information technology and communications and flows thanks to the availability of the Internet and extra-nets and other information networks available.

This will lead to the development of administrative management, improving the level of management work and guaranteeing the quality of its services.

Therefore, the electronic management system is a mechanism for the development of the public service which the administration in Algeria is seeking to adopt by enacting appropriate legislation and adopting modern patterns to improve the public service such as the system of issuing bio-metric passports, The case law and others, the purpose of which is to bring the administration closer to the citizen in order to achieve maximum satisfaction.

Therefore, it is necessary to work to provide the appropriate environment in terms of legislation and contemporary scientific techniques.
