Since the past time; the problem of the relationship of religion with the State in the Islamic world is one of the most contentious problems.

The problem is still controversial among different Muslims until now.

From this viewpoint, this study requires to identify the place of religion and religious elites, as well as the perversion of the political system with them in two countries apparent contradictory in terms of the form of the political system (hereditary Monarchy/Republic), but they are in line with the Claiming to the Islamic system of their political systems, and at the same time are two forms in which the cleric (Sunni and Shi'a) had an important role in the emergence of the political system
