Elections are one of the most important means, used by different political systems, to choose rulers democratically, as democracy depends on free and fair elections, and any corrupt election inevitably leads to a corrupt democracy.

An electoral appointment is preceded by a period allocated to the candidates to present their programs, ideas and inclinations.

This process is called the electoral campaign.

In consideration of the importance of electoral campaigning, the resulting tension and intense competitiveness among candidates, and in order to avoid the eventual confusion and chaos, legislators resorted to organizing and regulating the process, using legislative and regulatory texts, in order to ensure the right to equality of all candidates.
