The administrative law in principle is a matter often not enacted by the legislature, which has made the task more difficult for the jurisprudence in administrative matters, the competent judge returns in his mission in case of litigation and as it is a public and administrative person with specific rules that relieve legal conflicts, and that can be implemented and there intervenes the role of jurisprudence.
