Delay fines are one of the most prominent, and most widespread, sanctions, implement by the administrative party, during the application of an administrative agreement.

A fine is an amount of money, previously mentioned in the contract, assigned by the administration, by virtue of its authority, to the other party or the one causing delays in fulfilling his contractual obligations, with no need for judiciary interference besides the absence of a text.

The purpose behind this measure is to obligate the other party to fulfill his obligations within the pre-determined timeframe, in order to ensure the orderly functioning of public utilities, as well as sanction him/her for delaying, withholding from, performing.
