Public utilities are a pivotal subject in administrative law.

And thus, it became necessary to know the extent to which any political or economic transformation may affect its management, as well as the extent to which it conforms to public life and the citizens’ needs, coupled with the need for constant improvement of the public service, using the public utility in various ways and for different purposes, to serve the public interest.

Within the various means of managing public utilities, this paper aims to study the concession agreement, considering the important part it takes in strengthening the partnership relation between local administrations and the private sector.

Moreover, the emergence of the concession agreement has always been linked to the development of the state duties, which usually referred to security, justice and defense...

but which had to add various economic, social and cultural fields.

Then, to what extent did the concession agreement contribute in achieving local development?
