The prevalence of corrupt, dishonest and immoral behavior among public officials leads to a decline in public confidence in the Government's ability to achieve the public interest; it may be easier to gain an understanding of the causes and consequences of corruption, but progress is certainly more difficult to achieve.

A clear and precise definition of mechanisms for reducing administrative corruption, including transparency, governance, accountability and oversight, are central concepts and tools to prevent corruption.

Transparency is an influential force that can improve governance, strengthen accountability and control, and thus fight corruption.
