This topic generated a great deal of debate and controversy, until the treaty of Brussels was published in 1910, as it demonstrated the effects of legal presumptions on the process of determining maritime collision error and negligence on the part of the colliding ship, as well as how it was annulled and excluded, since the presumption of error is not conclusive, and be overturned.
