Abstract EN

After the transition from the socialist system to the capitalist system in Algeria, the Algiers Stock Exchange was established as an efficient tool through which capital is transferred from the surplus sectors to the deficit sectors.

Stock trading in the Algiers Stock Exchange is done through the intervention of several parties: The Stock Exchange Management Company is responsible for all technical trading functions, the Central Depository for Securities, Exchange Trading Intermediaries, and securities collective investment agencies.

But the most important part to intervene in the operation of the stock market is the Stock Exchange Operations Regulation and Control Commission, which is considered a Guard of the stock market and prevent any violation of trading rules.

The Commission is also the main regulator of the stock market trading by exercising the regulatory authority conferred on it by the legislator.

The Commission is an independent administrative body which is not subject to the executive authority, which means that the latter does not have the power to control the Commission through the hierarchical power or through the administrative guardianship system.

But this independence is not absolute.

Where they are subject to judicial supervision and control of the legislative authority.
