Participatory democracy is no longer the subject of political discourses, nor is there a vital area for research in the field of academic and scientific studies, but it has become a programme of work and a road map adopted by states and various international institutions, notably the United Nations and the World Bank, to achieve development and improve the quality of Life.

This interest has been compounded by the fact that development, specifically the development of quality of life, comes only through the recognition of the need to expand people's choices and to employ all material and human capacities in a fair and participatory manner, which is at the heart of a participatory approach based on the involvement of citizens and other causes.

In the formulation of public policies and decision-making, the right to development proclaimed by the United Nations in 1986 was the guarantor of citizens' participation in development in its economic, social, cultural, political and other dimensions.

Not to mention that the concept of development is no longer related to the material aspects but has moved to focus on the human aspects that provide the citizen with dignity and well-being, and this trend has been deepened by the growing slogan of the development of people and people presented by the Human Development Report of 1993, and this has been reinforced in various reports.

In addition to income, health and education, development is freedom and participation.
