Abstract EN
Local development has become a demand sought by all countries of the world, in order to develop their communities, and provide a better life for its members, including the development of the community.
local development is considered as a part of sustainable development, which aims to develop and improve economic, social and cultural level of communities.
Once the state relied on a centralized system for managing development, it is now unable to bear the burdens of local regions.
In order to alleviate that burden, Algeria and for several years, has established the principle of decentralization which is the most important tool of local development, which also has appeared by the successive waves of reform in the local community system, especially in the early 1990s, in order to further expand the participation of citizens in local government.
The aim of the citizen is to meet his needs and improve his living conditions.
