Arabic Abstract

تعتبر السياسة الخارجية امتدادا تلقائيا للسياسة الداخلية للدول، تولد في رحم المنظومة الدولية على شكل ردود أفعال تمارِسها الدولة تجاه تفاعلات العلاقات الدولية المختلفة.

من هنا كانت دراسة التداخل بين السياستين الداخلية و الخارجية : دراسة في تطور سياسة الولايات المتحدة أمام الهجرة المكسيكية واحدة من الأوراق التي تبحث في تجليات هذا التقاطع بين السياسة الداخلية للولايات المتحدة الأمريكية، و نظيرتها الخارجية فيما يتعلق بتعاملها مع قضية الهجرة الوافدة، باعتبارها إحدى موضوعات العلاقات الدولية الشائكة.

متخذة هجرة المكسيكيين نموذجا لتحديد العامل ذو النقل الأكبر في صناعة القرار السياسي الأمريكي تجاه قضية الهجرة.

ترمي هذه الدراسة إلى تقديم نموذج نظري يكشف عن العلاقة التي تجمع بين السياسة الداخلية و الخارجية للدول، من خلال تقديم توليفة نظرية تجمع بين النظريتين البنائية و الواقعية التقليدية الجديدة، كنظريات في العلاقات الدولية، بهدف الوصول إلى العوامل الأكثر تأثيرا في صياغة القرار السياسي الأمريكي تجاه الهجرة، فكان الإطار العام للدراسة.

أما على الصعيد الإجرائي، تهدف الدراسة إلى البحث في العوامل الحاكمة للسياسة الأمريكية المتخذة تجاه الهجرة عموما، من خلال تتبع قوانين الهجرة ضمن الفصل الثالث للدراسة.

معتمدة في التحليل على التوطئة حول الهجرة المكسيكية لبحث خصوصية هجرة المكسيكيين باعتبارها محطة فارقة في تاريخ الولايات المتحدة مع مسألة الهجرة.

بعد تحليل لانعكاسات هذا التداخل على العلاقة بين البلدين في الفصل الرابع، خلصت الدراسة في الختام إلى أن العوامل الداخلية المرتبطة بالبنى الاجتماعية للدولة و التي تنعكس في (الهوية و الأفكار، والخطاب الأمريكي)، هي ذات ميول عنصرية عرقية، و ذلك رجوعا إلى الخلفيات التاريخية المنشئة للصور النمطية للهوية الأمريكية.

كما أنها تشكل -على الصعيد الدولي- أحد عوامل رسم سياسة الولايات المتحدة خارجيا تجاه الدول الأخرى و التي كانت المكسيك في هذه الدراسة مثالا لها.

English Abstract

Foreign policy is in part a projection of the internal processes of the state, while also subject to the dynamics of international relations and thus the structure of the international system.

This thesis, titled: “How Domestic and Foreign Policy Interact: The U'S and Mexi-can Immigration as a Case Study,” examines the implications of the interaction between the domestic and foreign policies of the United States with regard to the issue of immigration, and explores the ways in which the US government deals with the issue, now recognized as a critical subject in international relations.

The specific example of Mexican immigration in the United States is seen as a model in ana-lying the question more generally, and as an example of the interaction of foreign and domestic issues in the formulation of US policies.

At the outset, we present a theoretical model of the interaction between a state’s internal and foreign policies.

Our model combines constructivist with neorealist international relations theory, since taken alone, neither one of these (nor any of the alternative theoretical models) proves satisfactory as an explanatory framework.

We move from there to researching the historical record regard-Ing United States policy towards immigration in general.

In so doing, we analyze US immigration laws (chapter three), in which we also shed light on the specificity of Mexican immigration as a cornerstone in the history of US immigration policy.

Chapter Four analyzes the implications of the interaction between the domestic and foreign policies of the United States in its relation-ship with Mexico.

We find that US internal factors (such as identity, ideology, and political speech) are at least in part motivated by dis-criminatory or even racist elements.

Have discriminatory and racist inclinations.

Such factors are apparent in the historical definition of “the stereotypical American Identity”.

The case of Mexico thus shows how these elements have been defining factors in the crafting of US foreign policy.
