Abstract EN

In recent years, the higher education sector has seen the emergence of new forms of competition that transcend conventional and geographical boundaries, which are emerging institutions in the higher education market that have become limitless, such as virtual and open universities, in addition to distance learning and training centers.

According to the background of the study, this new form of virtual universities is important in creating new opportunities that cope with glowing social demand and community service, as well as removing the physical barrier due to the ICT revolution through the use of the Internet to reach students wherever they are and in any country, and providing courses for distance learning and training.

On the other hand, the motivation of the study is that the University of Continuing Education is the only open and virtual university in Algeria, which over time has become an educational institution that plays an important role in education and learning, both in face to face learning and in distance learning, especially as it has nearly three decades of experience in this field.

The aim of the study is to highlight how the University's activities and services can be spread across all the wilayates of Algeria without exception, as well as creating partnership and cooperation with many virtual and open Arab.
