Liability for wrongful acts exists, in one way or another, within any legal order.
We are talking about international responsibility when the provisions of international humanitarian law are not respected.
When Israel perpetrates crimes and acts in the war against Gaza (2008/2009) and executes more than 10,000 civilians, mostly women and children, the threshold of the tolerable international humanitarian law is crossed.
The Anglo-American occupation forces have been systematically abusing prisoners and detainees in Abu Ghraib Prison in the period between August 2003 and February 2004.
The issue is the effectiveness of the law.

La responsabilité pour faits illicites existe, d’une manière ou d’une autre, au sein de tout ordre juridique.
On parle de responsabilité internationale lorsque les dispositions du droit international humanitaire ne sont pas respectées.
Quand Israël, perpètre des crimes et actes dans la guerre contre Gaza (2008/2009) et exécute plus de 10 000 civils, principalement des femmes et des enfants, le cap du tolérable en droit international humanitaire est franchi.
Les forces d'occupation anglo-américaines ont exercé des violations méthodiques illégales contre des prisonniers et des détenus dans la prison d'Abou Ghrib dans la période entre Août 2003 et Février 2004.
La question qui se pose est celle de l’effectivité du droit international humanitaire ! En sachant que les Etats cités ci-haut sont signataires des conventions de Genève de 1949.
