Abstract EN

The Limitations of the European Policy Towards the Israeli-Palestinian Political Settlement aِِfter the Maastricht Treaty of 1993.

This study aims at examining the European policy towards the peace process of the Palestinian Israeli dispute throughout the last decade, since Maastricht Treaty of 1993, the treaty that established the European Union, to understand the European role in the peace process and the limitation of its role in comparison with the American one.

As well it aims at introducing the limitations of this role internationally, regionally, internally, and understanding the visions of the both sides regarding the peace process, without focusing on the steps of this process and the European initiatives in details.

The study shows the political weakness of the European Union in the peace process and influencing it, in terms of, its economic and financial support to both parts because of many factors.

The main factor is the hegemony of the United States after the end of the cold war furthermore, until its occupation of Iraq and its rejection of the participation of the European Union in the peace process.

Furthermore, the disability of the European Union to form a united foreign policy because of the disparity among the main European countries around the peace process, the expansion of the union towards the East, the rejection of Israel to the union participation, and the weakness and disparity of the Arab countries.

In addition, the study shows, that there are many cards of pressure in the hand of the Union.

IF the Union uses them in a good way, it will play an active role in the peace process ; the main one is the European assistance to Israel, and the trade relationship between them, also the increase of the economic importance of the union on the international and regional levels.
