Abstract EN

This study aims at exposing the truth of settling and developing the industrial areas in Algeria.

That’s because it is the only field which is capable of attracting local and foreign investment and boosting productivity, in order to escape the rentier circle which is regarded as a temporary resource.

Hence, oil-rich rentier states’ governments in general, and the Algerian government in particular depended on foreign rentier in earning its revenues, which in fact liberated it from the dependence on the local productive base.

Besides, the tremendous oil revenues and its expenditure pattern increased the country’s ability in reshaping the social fabric.

The development of the production base and its structures in these countries has come to largely count on the government’s expenditure pattern.

In order to answer the major problematic of this study, the descriptive analysis and case study methods were deployed.

Moreover, the final results have proven that there is a turning point in the development strategy of the latter through the possibility of assigning it to the private sector to manage it in a way that reduces the obstacles which impede its development.
