Although the Algerian constitutional founder has sought to establish new principles to bring the administration of the citizen closer to the framework of local participation as the best way to promote the rights and freedoms of citizens, the legislature has not been able to realize these principles, including the exercise of the right of participation compared to the experiences of other countries, such as the French and Tunisian experience, which aimed to create channels of communication between the administration and the citizen facilitates the exercise of the right of participation, by devoting himself to specialized administrative bodies to ensure the exercise of participatory democracy.
