There is much talk about the partnership between the local administration, the private sector and the civil society, as these three components interact with each other to embody the governance at the local level.

Local administration adapts the political and legal environment; the private sector provides job opportunities for citizens, while civil society organizations adapt civil society to interaction and participation of individuals and groups in political and social activities.
