English Abstract

This research focuses on the legal nature of tourism licenses in the State of Qatar; through studying their legal and functional characters.

At the level of legal particularity, these licenses are administrative decisions of a consensual nature.

They are legally built on a specific procedural framework defined by the legislator.

This is achieved through the demand by the concerned party, and the consent of the competent administration to this demand.

However, the consensual basis of the decision to license Do not make them of contractual nature.

As for the functional level of tourist licenses, it is noted that the license has a functional role, which is one of the means used in organizing the tourismfield as an economic sector subject to regulation.

That means that the tourist license is an administrative decision taken within the framework of economic regulation importantly resulting in that the competent authority to grant tourist licenses is merely a public organizer, but the licensed is an element in the tourism economic market.
