This study aimed at exploring how the internal promotion can help develop the human capital in the Telecom Algeria Corporation - Biskra Agency -, as well as exploring the best means by which HC isdeveloped at that organization.
Questionnaire was used as a data collection tool, it was divided into five dimensions, and deployed over a (43) employee sample.
Findings revealed a significant relationship between the internal promotion and the human capital, and a high presence of the both in the organization.
In addition, there was medium correlation between the two variables, and the internal promotion contributes the investing in human capital training, but it does not help in attracting the best human resources and investing in human capital learning, maintaining human capital.
The correlation between internal promotion and human capital development was 0.458, The greatest correlation was found to the dimension of internal promotion with investment in human capital training (0.543( which is a medium correlation, 34.7% of changes in human capital development are due to internal promotion, The remaining 65.3% is due to other factors that may be attributable to the institution's policies.
