Abstract EN

The position of the human resources dilTers from one Stale to another in their geographical distribution.

In particular in certain States the populations are concentrated in the cities increasing the concentration of serv ices and employment opportunities.

Yet there are wide areas in the countryside lacking the human resources leading the States to include in their concern the setting of proper policies for the redistribution of the population to meet the requirements of the economic and social dev elopment.

In a number of States, as in the developing countries, the big majority of the population is made of young peoples and thus increasing the burden of dependence.

Add to this, there are States facing the population explosion (increase of population growth).

The more important is that States differ in so far as their success in the preparation of the human resources quantity and t\pe wise through education and training in order to enable them to meet the market demand and facilitate the requirements of the economic and social development.

The Libyan State is one of the States that is facing rarity in the work element and as such it is depending on imported manpower.

Due to importance of the human resources we are shedding light b> this paper on the reality of the human resources of the Libyan State and the extent of preparing them through spending on education, according to the published census data.
