Algeria is facing an economic situation that requires rationalization at all levels including local communities.

It has the responsibility to accelerate economic development process and head towards investments, where it aims to realize a local development and reach eventually a global development through local funds to revitalize economy.

Municipality budget is the reflection of the local communities and its policy as it shows in detail income and expenditure forms.

The municipality is obliged in the preparation of its budget to comply with all restrictions and commands dictated by government to include some expenditures that considered to be in line with global development plan.

Available municipality potential to secure public services is mainly linked to its own and external financial resources.

The more resources it gets, the better it will be used, the more effective it will be in performance and the needs of citizens could be satisfied.
